The Planning and Development Department's mission is to foster a dynamic, attractive and economically healthy town. The Planning Department works to promote:

Coordinated Growth: values an intentional growth pattern that focuses density at key location and uses deign principles to create a coordinated approach to development.

New Development Ordinance Adopted by Town Council

The Town has a vision that began with the rewrite of the Comprehensive Land Use Plan, followed-up by the creation of three small area plans and finally the last piece of this puzzle was the DO, or rules that will be used to implement plans. New Comprehensive Land Use Plan & Small Area Plans Adopted by Town Council

In March 2016 the Town began drafting a new Comprehensive Land Use Plan. Greenway Plan approved by Town Council

The Town Council awarded the contract to create a town wide greenway system to Destination by Design. Work on this project is underway and we are currently seeking residents interested in the creation of trails to serve on our Connect Green committee. Permits and Inspections

The Planning Department is responsible for enforcement of zoning regulations, issues zoning permits, and conducts final zoning inspections for all new construction, additions, up-fits, and accessory structures. How do I apply for a zoning permit?


New Construction:
Submit a zoning permit application with required fee. A plot plan showing location of new building, driveway location and all associated setbacks.

Principle Structure Addition:
Submit a zoning permit application with required fee.  A survey showing location of existing building and proposed addition. All associated setbacks must be shown.

Principle Structure Upfit:
Submit a zoning permit application with required fee.

Accessory Structure:
Submit a zoning permit application with required fee. A survey showing location of accessory building and associated setbacks.


Commercial permitting requires submittal and approval of engineering drawings prior to a zoning permit being issued for the project. The Concept Plan and Preliminary Plan submittal application and checklists provide required submittal info. 

How do I get a copy of a survey of my house?

First check the documents you received when you closed on your house, as this often includes a survey. You can check with the Union County Register of Deeds Office; however, such records do not always exist. In this case you may have to have a survey done.

How do I schedule a final zoning inspection?

Contact the Planning Technician by forwarding the as-built survey of all new structures. An inspection will be schedule within 24 hours.

Code Enforcement

Code enforcement addresses a wide range of issues that affect the environment, health, safety, property values and general well-being of all residents in Stallings. Code enforcement ensures that residential and business properties are properly maintained, that trash and debris are disposed of and that inoperative/junk vehicles are not illegally stored.

The Code Enforcement Division's daily routine functions include:

  • Systematic code enforcement patrol of the entire town

  • Investigate citizen complaints

  • Contact code violators and monitor compliance activity

  • Bring unresolved code violations to the Town Council for consideration and direction

How do I report a code violation complaint?

To report a code violation complaint, contact town code enforcement office at  An officer  will contact  you within 12 hours during normal business  hours. If a violation is occurring at night or on the weekends and requires immediate assistance, please contact the Stallings Police Department.
